The meeting on the development of a regulatory framework for the integrated development of Krasnodar, Sochi, Anapa and Gelendzhik was chaired by the first vice-governor of the region Andrey Alekseenko.

- For the first time, there are “rules of the game” established by law - uniform requirements for the quality of the urban environment, for all types of infrastructure in the areas under construction. And this should simplify and increase the efficiency of all participants in the process of integrated development of the territories of our cities - construction companies, local and regional authorities. And the main thing is to give results to people in the form of improving the quality of the urban environment. Simply put, improving the quality of life in our cities, - said Andrey Alekseenko.
In December last year, the federal law on the integrated development of territories (CDT) was adopted. And by December 1 of this year at the regional level, it is necessary to adopt in its development 8 mandatory and 13 normative legal acts recommended by the Ministry of Construction of Russia. For methodological and advisory assistance in the development of these documents, the regional authorities attracted the research and design institute for urban planning of the city of Moscow, the press service of the Krasnodar Territory administration reports.
In addition to new requirements for the construction of new buildings, the adopted law allowed the inclusion of apartment buildings recognized as emergency and subject to demolition, as well as other apartment buildings that meet the criteria developed by the constituent entities of the Russian Federation, into the boundaries of the construction of residential buildings.
Nikolay Kikava, Deputy Director for Research of the Institute of Urban Planning, spoke about these criteria .
- First of all, it is necessary to determine the level of wear and tear, which is not the most optimal for maintaining the house. The second criterion is the total cost of overhaul services. Here the task is to determine the percentage of the cost of overhaul to the cost of a new building. Another criterion is the lack of engineering support systems. It is necessary to clearly establish which systems are critical and which are not. When assessing these indicators, we used the official databases in Krasnodar and Sochi, - said Nikolai Kikava.
Thus, the boundaries of the KRT will include only “problem” houses that require resettlement of residents. In particular, in Krasnodar, this issue is acute in the historical center.
- The central part of Krasnodar has a whole range of problems in terms of the state of the urban environment. How many times have already approached the problem of resettlement of the center of the Kuban capital and its renovation. But no one wants to move from here. Yes, there are simply no microdistricts in the city where residents of the center would like to move. In this regard, there are great hopes for the new northeastern part of Krasnodar, where an urban environment of a completely different level is now being comprehensively planned. Where, among other things, there will be a transport system at the level of the best world standards. With a city train, hubs for transferring passengers to high-speed trams, and so on. That gives a guarantee to get to the center in 30 minutes. The new territory of 3 thousand hectares is for the development of the city for the next 10-15 years, and it will be possible to use it in the renovation of the center as well.
